The Republic of Moldova has received financing from the World Bank toward the cost of the Modernization of Government Services Project and intends to apply part of the proceeds for consulting services.

 

The main objective of the assignment is to assist eGA in performing its self-evaluation (hereafter the Evaluation) for the overall implementation of the MGSP project (2018-2025), the impact and sustainability of the project interventions, particularly in relation to its objectives’ indicators and intermediate indicators and to capture the Project progress in terms of effectiveness, efficiency and relevance.

The Evaluation is intended to assess the relevance, performance, management arrangements, challenges and success of the MGSP Project, taking into account that it has ensured the largest support for the digital transformation endeavours of the Government of Moldova and the modernization of public services in the past 7 years in the country.

 

The e-Governance Agency now invites individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions) and meet the following qualification requirements:

 

Mandatory qualifications

  • University degree in public administration, social sciences or other disciplines related to the task;
  • Experience in conducting external evaluations for at least 3 international and  donor-funded projects during the last 5 years;
  • Proven experience with the evaluation of external assistance projects in the public administration; 
  • Proven expertise in qualitative and quantitative data collection and analysis. Ability to communicate effectively in Romanian and English, full written proficiency in English for the writing of qualitative reports. 
  • Strong analytical, writing, and communication skills. Candidates will provide examples or details of documents produced in various tasks, also mentioning their role in such exercises, i.e. author, co-author, development team member, etc.

 

Preferred qualifications

  • Knowledge of the World Bank project implementation procedures;
  • Participation in the evaluation of other international projects, particularly funded by the World Bank Group;
  • Good understanding and knowledge of the e-governance transformation and modernization of public services sectors;
  • Knowledge of Russian language.

 

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers, dated January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

 

A Consultant will be selected in accordance with the Individual Consultant (IC) method set out in the Consultant Guidelines.
