REQUEST FOR EXPRESSIONS OF INTEREST NATIONAL CONSULTANT – MPAY SALARY OPERATIONS SPECIALIST

The Republic of Moldova has received financing from the World Bank toward the cost of the Modernization of Government Services Project and intends to apply part of the proceeds for consulting services.

The e-Governance Agency seeks to recruit an experienced national consultant to fulfil the position of MPay Salary Operations Specialist thusensuring the necessary support to the eGA effort to distribute budget salaries via the Government Electronic Payment Gateway MPay.

The e-Governance Agency now invites individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions) and meet the following qualification requirements:

Mandatory qualifications:

-                 Higher education in the field of Economics, Finance or IT;

-                 Work experience in the national banking or financial sectors, or other closely related sectors in a financial position, for at least 3 years;

-                 Fluency in Romanian and Russian languages;

-                 Experience in communicating with different beneficiaries and partners.

Preferred qualifications:

-       Work experience in salary projects in the national banking sector for at least 1 year would be a strong advantage;

-       Experience with or knowledge of the MPay Service;

-       Flexibility, problem solving attitude and analytical thinking;

-       Familiarity with Moldovan e-governance infrastructures and services would be an asset.

-       Ability to effectively communicate and write in English would be an asset.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers, dated January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant (IC) method set out in the Consultant Guidelines.

Time Frame: The contract will be signed for up to 14 months, starting with March 2023.
