15 Years of Digitalization and 7 Years of Modernizing Public Services: How Public Services in the Republic of Moldova Have Transformed into Benefits for Citizens and Savings for the State Budget
The 15 years of digital transformation in the Republic of Moldova have marked an ambitious journey towards a 100% digital society, where public services have become more qualitative, efficient, and easier to access. 303 out of the 648 public services available in the country are already fully digitalized, and their number continues to expand.
The data was presented at the event "Digital Moldova - 15 Years of Digital Transformation," which marked the conclusion of the "Modernization of Government Services" (MGSP) project, a Government of the Republic of Moldova initiative implemented by the Electronic Governance Agency with financial support from the World Bank Group.
Nicoleta COLOMEEȚ, Director of MEGA: "The year 2025 is an important and significant year for the Agency because it marks 15 years since the institution was founded, and at the same time, it marks another turning point – the conclusion of the second project implemented by the Government of the Republic of Moldova with the support of the World Bank Group, the results of which we will celebrate here today. Hundreds of people have contributed to what we have today, to the infrastructure, to the platforms, to the over 300 digital public services, to the over 300 digital platforms, to the 12 M's in the government infrastructure".
At the event, the most important results of the "Modernization of Government Services" project implemented between 2018 and 2025 were presented, specifically:
- 110 digitalized public services;
- 7 new digital platforms (MDelivery, Semantic Catalog for MConnect, FOD, MPower, e-APL, e-Consulate, Mdocs);
- 15 updates to existing digital platforms (MPass, MSign, MConnect, MCloud, Public Services Portal, Semantic Catalog, Citizen Portal, Business Portal, MPay, MLog);
- 94 reengineered/redesigned services, optimizing time, and for some of these, the service delivery time was reduced by 40%;
- 105 unified service delivery centers (CUPS) became functional across the country (100 CUPS opened with financial support from the World Bank Group);
- 6 annual national surveys on citizen satisfaction with public service delivery (2019 – 2024);
- Savings of 30 billion lei for the state budget and 10 billion lei for citizens in the last 5 years.
Doina NISTOR, Deputy Prime Minister, Minister of Economic Development and Digitalization, Government of the Republic of Moldova: "In a global context where 70% of the world's governments are accelerating their transition to proactive digital services, Moldova positions itself as a regional leader with over 300 public services available online. Digital Moldova today means that citizens no longer run from one institution to another because the state is just a click away. The state is online. The most eloquent example is undoubtedly EVO. It is the application that brings together the most important public services for both citizens and entrepreneurs. All these align with our goal. By the end of 2025, 75% of public services for the business environment will be fully digitalized. And by 2030, Moldova has promised to be a 100% digital state."
The most recent annual national survey on citizen satisfaction with public service delivery shows that 95% of respondents want to access services online, and 59% of them prefer to access them from their phones.
Artur MIJA, Secretary General of the Government of the Republic of Moldova: "For 15 years, the AGE team has been transforming papers into digital solutions at a click away from any corner of the world. We truly believe that everything that can be done remotely should be done remotely. Not just because it's modern but because it's simple, safe, and fast. For example, now, to access a range of public services, people spend on average 40% less time, and for us, this means digitalization. Less time spent in queues, more time gained for family, work, and personal life. Our work does not stop here; we continue to modernize government services together with our partners."
The MGSP project is the second project funded by the World Bank Group aimed at transforming public services and was a continuation of the Government's eTransformation Project, which between 2011 – 2016 set the foundations for public government platforms, launched basic M services, the first e-services, and laid the foundation for the government cloud.
Carolina ODOBESCU, Country Officer, World Bank Group: "Moldova has taken another significant step forward in modernizing public services, improving quality, efficiency, and access through digitalization. At the beginning of the "Modernization of Public Services" project, digitalized public services were accessed by only 25% of citizens, and by the end of the project, this number doubled. Currently, this access rate is over 54%. These services have become more equitable and accessible to the vulnerable segments of the country, and currently, 38% of the country's vulnerable population have accessed these digitalized services in the last 12 months, compared to only 6% at the beginning of the project implementation. The trend and growing demand for such services are thus clear."
The investment in the two projects implemented over the 15 years was 46 million dollars, an investment that was fully recovered from the savings brought by the MPay service alone through the reduction of payment processing fees. Thus, for every leu invested in the implemented projects, about 100 were saved in the state budget.
Over the years, AGE has been the institution that played a central role in promoting and implementing digitalization initiatives in the Republic of Moldova, contributing to the development of a modern infrastructure centered on citizens' needs. Thus, the trips from one counter to another, the time and effort spent in queues at public institutions, and stacks of printed papers have been replaced with public services available online, 24 hours a day, 7 days a week, from any corner of the world.
Access to public services has been revolutionized by the EVO application, which allows users to benefit from a wide range of services anytime, directly from their phones. The application can be downloaded for free on the App Store and Google Play.
At the event, the agency's future plans were presented, focusing on centralizing the experience of accessing public services, developing additional digitalization tools for public institutions, developing the European identity wallet, and centralizing access to all public services under one umbrella – EVO.
Founded in 2010, the Electronic Governance Agency (AGE) is the institution responsible for promoting and implementing public service digitalization initiatives in the Republic of Moldova, playing a central role in developing digital infrastructure and facilitating citizens' access to modern and efficient public services. With 23 platforms and systems in its portfolio, the agency provides methodological support to institutions in the process of digitalization or developing digital platforms, operates the M services infrastructure, the public service development platform, multiple e-services, as well as the EVO and EVOSign applications.
