MOLDOVA DIGITAL SUMMIT: DIGITALIZED SERVICES FOR CITIZENS, SMART TECHNOLOGY PRODUCTS AND MORE OPPORTUNITIES FOR THE PUBLIC AND PRIVATE SECTOR
Digitalization of public services allows citizens to facilitate their interaction with the State, and government companies to provide the necessary information in a timely and error-free manner. By accessing all digitalized government services in one place, citizens improve their interaction with government institutions by becoming a trusted partner in digital transformation process. These are just some of the conclusions of the biggest digital event in the region - Moldova Digital Summit, being held on June 6th and 7th in Chisinau.
During the event, the Director of the Electronic Governance Agency, Andrei Prisacar, participated in the panel dedicated to intergovernmental and sectoral collaboration, in which he addressed the importance of working partnership between the private and public sectors for the development of digitalized services for citizens.
Andrei Prisacar, Director of Electronic Governance Agency: “When we talk about digitalization, we mean digital data in all areas that are in the Republic of Moldova, starting from education and ending with health. In particular, what we want to do is to bring the digitalization of data to all sectors, so that this data can then work for the benefit of citizens. There are two major platforms in the Republic of Moldova dedicated to transactions. We have the MPay electronic payment system, the efficiency of which is due to the proper banking and non-banking system in our country. It is the only government platform which allows online payment for public services without queues and visits to the counter, regardless of the time and place of the person. Another important platform is the MDelivery delivery system. How does it work? It is a service that delivers documents to the requested address in the Republic of Moldova and abroad. The service saves individuals and companies from having to go to the counter to pick up paper documents”.
In recent years, our country has evolved significantly in terms of interaction and communication with citizens, and the digitalization of services has played a significant role in this regard. MCabinet, MDelivery, MPass, MConnect are just a few of the government services 100% digitalized and used by Moldovans.
In the context of digitalization of public services, criminal records can now be obtained by citizens in one of the 22 languages of the European Union (Bulgarian, Czech, Croatian, Danish, Estonian, Finnish, French, German, Greek, Irish, Irish, Italian, Latvian, Lithuanian, Hungarian, Maltese, Dutch, Polish, Portuguese, Slovak, Slovenian, Swedish, Spanish). This is one of the most requested services, also available in digital format, including the option of apostille and home delivery in the Republic of Moldova and abroad via the MDelivery service.
On the first day of the Moldova Digital Summit, EVO - the integrated application of public services for citizens - was provided to the general public. It can be listed for free on App Store, Google Play and provides 3 digital acts, integrating several hundred services and sets of information about you and your business.
On the second day of the event, at the exhibition stand “Digitalization in GOV”, participants directly tested the services provided via the EVO mobile application such as personal data, digital documents, payments, public services, but also powers of attorney and authorizations. And those who did not have a digital signature, had the opportunity to obtain it with just their ID card - directly from the provider.
The summit also included dedicated workshops where several international professionals presented their experiences. Attendees had the opportunity to learn about cybersecurity news, collaboration and investment opportunities, as well as the latest trends in digitalization.
The event is organized by the Ministry of Economic Development and Digitalization jointly with the National Association of ICT Companies (ATIC), Agency for Electronic Governance, Moldova Innovation Technology Park (MITP), Invest Moldova Agency, Technovator, Startup Moldova, Technical University of Moldova and Tekwill, with the strategic and financial support of the German Federal Ministry for Economic Cooperation and Development (BMZ) and the German Agency for International Cooperation (GIZ), the Future Technologies Project, funded by USAID, Sweden and the United Kingdom, the World Bank, the United Nations Development Programme (UNDP) in the Republic of Moldova, the Western NIS Enterprise Fund, the OPTIM Project, supported by Switzerland and the Helvetas organization.

Modernization of government services and development of the EVO government mobile application, launched for the first time in the Republic of Moldova, as well as increasing access to digital government services and improving the dialogue between the State, the private sector and citizens were the main topics discussed during the meeting between the team of the Agency for Electronic Governance (EGA) and the delegation of the US Agency for International Development (USAID), organized on the side-lines of the Moldova Digital Summit, being held in Chisinau between June 6th - 8th, 2024.
“We are at the stage of launching and promoting EVO - a governmental application for citizens to interact with the State, providing a single point of access to public information and services. We aim to further develop the e-governance ecosystem, to expand the functionalities of the application, in particular to facilitate the dialog between the private sector and institutions of the State. USAID has always been a reliable partner of ours and we are confident that this strong commitment to support the digital transformation of the Republic of Moldova will continue for the benefit of the citizens of the Republic of Moldova”, pointed out at the meeting Andrei Prisacar, Director of EGA.
In his turn, Christopher Burns, Chief Digital Development Officer of USAID, congratulated the EGA team for the result achieved in the context of the launch of the EVO application and confirmed USAID’s readiness to provide the necessary support to promote digital progress, including the EVO application, and to harness technologies to stimulate economic growth in the Republic of Moldova.
The parties discussed the cooperation framework for the coming period, aimed at developing e-governance solutions in priority areas for the economy of the Republic of Moldova.
EVO application was developed by the Electronic Governance Agency, under the aegis of the Ministry of Economic Development and Digitalization and is implemented with the support of development partners: The Future Technologies Project, funded by USAID, Sweden and the United Kingdom, as well as with the support of Western NIS Enterprise Fund, UNDP and the World Bank Group.
