As of today, October 1, 2024, the service of registration of rights in the real estate register of the Republic of Moldova by notaries is available online throughout the country. The service was digitized by the Public Institution “e-Governance Agency” (EGA), the Public Institution “Cadastre of Immovable Property” and the Notarial Chamber in May this year. At the first pilot stage, the certificates could be ordered online by notaries only for real estate located in the city of Chisinau and in the districts of Criuleni and Orhei.

The registration procedure has become much simpler and more convenient. In order to benefit from this service, the notary submits the application online on the Electronic Services Development Platform (ESDP) on behalf of the right holder. A prerequisite is that the real estate in question has previously been subject to state registration, as well as the absence of prohibitions, encumbrances on the property or other circumstances preventing the execution of this registration. The notary shall also attach to the application the necessary legal documents, if they have been drawn up as electronic documents, or a copy of them signed by the notary with a qualified electronic signature, if they have been authenticated on paper. The documents on the basis of which the registration is made shall not contain an endorsement.

As a result of the registration of the holder’s entitlement in the real estate register, both the notary and the holder of the entitlement will instantly receive, in the MCabinet virtual office, the confirmation of the registration, represented by the digital document - Certificate on entries in the real estate register. The Certificate can also be received in paper form at the Multipurpose Center of the Public Services Agency (PSA) selected by the beneficiary, as well as by delivery, through the government delivery service MDelivery, to the address indicated by the applicant. The payment of fees for the provision of these services shall be made only through the government electronic payment service MPay.

We recall, that the launch of the service is part of the authorities’ efforts to ensure the execution of the provisions of art. 30¹ of the Law on Cadastre of Immovable Property no. 1543/1998, realization of the objective of the 100% digital Government. The service was developed within the framework of the Project “Modernization of Government Services”, implemented by EGA with the support of the World Bank Group. The list of services for the registration of rights in the real estate register and their tariffs are approved by Government Decision No. 966/2020 and published on the Portal of Public Services - services.gov.md.
