THE WORLD BANK POSITIVELY ASSESSES THE RESULTS OF THE CUPS CONCEPT IMPLEMENTATION IN THE REPUBLIC OF MOLDOVA
“We are pleased that the digital tools and public services modernized with the support of the World Bank Group are serving the citizens of the Republic of Moldova”. The statement belongs to the World Bank representatives, who undertook a fact-finding visit to the Unified Centre for Public Service Delivery (CUPS) in Pănășești, Strășeni, on July 10th, 2024.
The official World Bank delegation included: Antonella Bassani, World Bank Group Vice President for Europe and Central Asia, Robert Saum, World Bank Country Director for Eastern Europe, Inguna Dobraja, World Bank Group Country Director for Moldova.
The World Bank representatives, together with the Electronic Governance Agency (EGA) team, discussed with the local public authority of Pănășești about the benefits of CUPS for the citizens of this locality and the surrounding villages, as well as for the mayoralty.
“The CUPS is most often approached by the elderly, people with special needs and women with young children. Citizens’ requests concern registering for heating and electricity compensation, submitting applications for pension review, obtaining duplicates of civil status documents, extracting cadastral documents, etc.”, said the mayor of Pănășești village, Valeriu Bujoreanu, adding that it would be useful if the list of online services could be completed with local public services.
In this context, the EGA representatives talked about the e-APL Government Portal for local public administrations to be launched in the near future.
Therewith, the parties discussed the added value of CUPS from the perspective of digital literacy and education of people in rural localities, as well as the need to scale up the process of re-engineering and digitalization of services provided at the local level.
Note: The CUPS concept is implemented by EGA, within the “Modernization of Government Services” project financed by the World Bank Group. From the end of 2021 to date, 100 CUPSs have been opened in all the districts of the Republic of Moldova. Recently, 3 more mayoralties have decided to join the 100 CUPSs individually, with their own funding or from other sources: Mărculești (Florești), Costești (Ialoveni) and Tvardița (Taraclia).
