INNOVATIONS IN PROVIDING PUBLIC SERVICES IN COMMUNITIES
In June 2024, the Electronic Governance Agency (EGA) continued the series of monitoring visits to Unified Public Service Centres (CUPS). Recently, EGA specialists visited the CUPSs in Larga and Criva, located in Briceni district, inaugurated a year ago. The aim of the visits to the CUPSs included assessing their functioning, identifying problems and solutions to improve their services, as well as promoting their accessibility.
Mayors of the localities visited appreciated the benefits of CUPS for the local community. They emphasized the importance of easy access to public services via online platforms and dedicated portals, assisted by specialists with clear language and precise guidance. Citizens highlighted the time and cost savings, as well as the avoidance of repeated travel to district centres, benefiting from services delivered to the door or available electronically.
Among the most requested services are appointments to public services, applications for pension review, fishing and border zone access permits, criminal records and the issuance of excerpts from the Register of Immovable Property and certificates of the value of immovable property. More and more beneficiaries are requesting documents to be delivered to their homes via the governmental delivery service - MDelivery or/and to be obtained electronically in the citizen’s personal cabinet - MCabinet, as they are holders of electronic and/or mobile signature.
Another aspect discussed was the need for digital literacy of the population, promoted through various information channels and educational activities. Efforts made by CUPS specialists were appreciated for adapting services to the individual needs of citizens and for providing extensive services outside the standard list.
Therewith, the increased interest of other local public authorities in implementing CUPS in their own communities is also noteworthy, reflecting the success and positive impact of the EGA initiative in modernizing and facilitating access to public services in rural areas. For example, Mayoralty of Mărculești Town, on June 7th, 2024, announced that the Unified Centre for Public Service Delivery (CUPS Mărculești) is operating within the LPA, where citizens have access to a wide range of public services in electronic format, as well as receive help to submit the complete file to the providers and obtain a particular public service more easily.
