The Cabinet approved the concept of the Document Hosting and Sharing Platform (MDocs), a tool that will facilitate access by natural persons and legal entities to documents issued in the process of providing public services by the Moldovan authorities.  

The aim is to ensure easy access to documents issued in the process of providing public services and efficient document management. MDocs platform will be a centralised data repository of all documents delivered during the provision of public services and an efficient mechanism for automatic data exchange between the information systems with which it will interact.

Uploading and sharing of electronic documents on the MDocs platform will be done either by a public authority operator - in the absence of an information system, or an automated mode - in the case of public authorities with an information system. Recipients of documents will also be notified of their availability for access in the Government Portal for Citizens and Law Units (MCabinet), and if necessary, recipients may share documents with other natural persons or entities authorised by law.

Electronic document exchange will not only reduce the costs of providing public services but will also ensure a gradual reduction of paper documents in the public sector document flow.

E-Governance Agency as owner of the Document Hosting and Sharing Platform (MDocs) will ensure the continuous development of the Document Hosting and Sharing Platform (MDocs) within the framework of the “Modernization of Government Services” Project, implemented by EGA with the support of the World Bank Group.
