ELECTRONIC PUBLIC SERVICES ARE BECOMING MORE ACCESSIBLE IN RURAL AREAS THANKS TO CUPS

E-Governance Agency (EGA) continues its monitoring visits of the Unified Public Service Centres operating in the localities. During April 9th – 17th this year, visits to CUPS in the localities were organised: Selemet, Cimișlia District; Alexandru Ioan Cuza, Cahul District; Arionești, Târnova and Baraboi, Dondușeni District. The aim was to assess their functionality, to discuss with beneficiaries about improvement and diversification of the services provided, and to identify ways to promote public services accessible through CUPS.

 

Local administrations and CUPS specialists say that citizens notice the advantages of electronic public services and greatly appreciate the work of the centres, welcoming the assistance provided by specialists in accessing digital platforms, open communication and accessibility of services.

 

Therewith, citizens state that thanks to CUPS in the localities, they manage to save time and money, even excluding repeated trips to district centres to receive documents issued by public institutions, mentioning the advantage of the government delivery service - MDelivery and electronic signature holders appreciate the availability of documents in electronic format in the citizen’s personal cabinet - MCabinet.

 

According to CUPS specialists, the most requested services are: appointments with public service providers; applications for old age pension reviews; criminal records and the issue of extracts from the Register of Real Estate and certificates on the value of real estate.  Following discussions with beneficiaries, the need to make the population digitally literate by diversifying information channels and tools was reiterated.

 

To provide efficient and quality public services, visits in the territory also aim to inform authorities about the availability of the necessary support for the establishment, equipment and functioning of CUPS in the localities. Thereby, information meetings were held with representatives of LPAs from Costești, Ialoveni District and Mărculești Town, Florești District, who showed interest in this matter. Authorities were presented with the CUPS concept, the list of services provided through the Centre, the job description of the CUPS Specialist, the platforms with which he interacts for the provision of public services (services.gov.md, mpay.gov.md, mdelivery.gov.md, mpower.gov.md, msign.gov.md), the applicable regulatory framework, training for specialists, etc. In addition, technical specifications were provided for the provision of furniture, equipment and visibility materials for the space assigned to CUPS.

 

Therewith, representatives of local administrations were informed that the EGA will provide support, including for the training of CUPS specialists and that by 2030, a total of 200 CUPS will be established.

 

As a reminder, the creation and functionality of CUPS in localities takes place with the support of the World Bank, within the “Modernization of Government Services” project, implemented by EGA.
