EXTRACTS FROM THE STATE REGISTER OF VEHICLES, AVAILABLE ONLINE
Vehicle owners, natural persons and legal entities can instantly request online and receive (in real-time) in their personal cabinet MCabinet two more electronic documents:
- - Extract confirming vehicle registration in the State Register of Vehicles (RSV);
- - Extract confirming the right of ownership of the vehicle.
The two extracts can be requested online from the Public Services Portal https://servicii.gov.md/ro/service/008000011. Based on electronic signatures, vehicle owners can apply online and receive electronically the two extracts from the State Register of Vehicles.
The extracts are required to be presented, upon request, to courts, banks, and micro-finance companies and meet the requirements for electronic documents: they contain field names in two languages: Romanian and English.
New services have been digitised through e-Governance Agency efforts, on the electronic services development platform (PDSE) and in collaboration with the Public Services Agency. Services can be accessed online both from the Republic of Moldova and abroad, the only requirement being authentication with an electronic or mobile signature issued in the Republic of Moldova.
Online requested extracts and received electronically in MCabinet (mcabinet.gov.md) cost 20% less than documents issued on paper.
Online ordering is also available for relief recipients. It is only necessary to select by ticking the category of relief recipient. If the applicant’s membership in one of the categories of relief recipients is confirmed, the service will be provided free of charge.
If required, the system provides the possibility to request the apostille of documents ordered online and delivered to the personal cabinet. The apostillation service is provided for a fee, depending on several parameters: the country for which it is requested, completion deadline, etc.
The service is also available based on a power of attorney granted via MPower (mpower.gov.md). In this case, the code of representation power of attorney MPower must be indicated and the system will automatically verify the validity of the power of attorney.
MPower is a government service whereby a person, holding an electronic signature, can empower another person (representative) to act on his/her behalf concerning third parties with no need to present a notarial power of attorney. MPower service can be accessed free of charge via the mpower.gov.mdportal.
