CHALLENGES AND OPPORTUNITIES IN THE PROCESS OF DIGITISING LPA

Digital solutions for streamlining local public administration were discussed on January 18th, 2024 at a public event organised by the Institute for European Policies and Reforms in cooperation with GIZ Moldova and the e-Governance Agency.

 

The Director of the e-Governance Agency, Andrei Prisacar, spoke in the first panel discussion, “Policies for Boosting Digitalization in Local Public Authorities”, about the team’s efforts to provide local public authorities with digital solutions for automating work processes and modernising the services provided at the local level. The Director referred to the level of development of the e-APL platform and its importance in facilitating the delivery of digital services at the local level, the role of Unified Centres for Public Service Provision (CUPS) in simplifying citizens’ access to public services, providing details on the effectiveness of CUPS and their contribution to the development of digital skills among beneficiaries.

 

Therewith, the event was attended by several representatives of local public authorities, who presented the vision of LPAs on the importance of the digitalization process at the local level, initiatives to support digital solutions in the activity of LPAs, and exposed the challenges they face in the process of implementing digital technologies in the activity of mayoralties, citing lack of capacity, financial resources, low level of digital literacy of officials and beneficiaries.

The speakers also addressed the following issues:

 

-          Decentralisation of public service delivery powers and their delegation to local authorities;

-          Digital solutions implemented by local authorities and their importance for LPAs;

-          Local digital transformation projects supported by development partners.

 

National and international experts, advisors, and representatives of CALM (Congress of Local Authorities of Moldova), including experts from Estonia who presented the Estonian experience in the development and digitalization of public administration, participated in the public discussions.
