EVO GOVERNMENT APPLICATION CONCEPT AND REGULATORY BASIS APPROVED BY THE GOVERNMENT
Electronic services will be even closer to citizens. On January 10th, 2024, the Cabinet approved the concept of government application EVO. Through it, users will have access to information and functionalities for both individuals and companies
The e-Governance Agency has been appointed as owner and holder of the EVO application and will provide the functionality and ongoing development of the application. The application will be available for free download via Play Store and App Store online platforms and stores.
The first full version of the application will provide information to and about individuals and companies, providing and integrating the following modules:
- Digital ID wallet - a digital wallet to carry digital documents (ID card, driver’s licence, registration certificate), which may be also verified via QR code;
- Document verification - a module to initially allow to check digitised documents available in EVO according to predetermined criteria, and subsequently to check other documents as well;
- Payments - MPay integration, with the option to attach payment cards, integrate alternative payment solutions, such as Google and Apple Pay, and manage accounts for receiving government payments.
- Personal data - integration of MCabinet functionality and reflection of available datasets for both individuals and companies;
-Public Services - integration of information on the Public Services Portal to quickly access electronic services, but also information about types of public services available, and storage of digitally obtained services.
- Powers of Attorney - MPower integration to provide, to revoke, to review powers of attorney, and to store them
- Appointments - appointments to services available in the eProgramare system and other services
- Health – to provide information on the status of the insured person, family physician, information about vaccines, etc.
In-app authentication will be possible via e-signatures and the MPass portal, providing also a visitor mode to access a set of functionalities.
The first modules of the application are in closed testing. Therewith, the closed public Beta testing phase is in preparation. The start of the communication campaign is planned for early February.
The project is part of the National Strategy for Digital Transformation for 2023-2030 and is part of pillar 5 of the Government of the Republic of Moldova’s action plan.
Implementation of the EVO application is being done with the support of development partners (Future Technologies project, funded by USAID, Sweden, and the UK; and UNDP) costing over MDL 3.5 million. For 2024, the development of new functionalities for representatives of the business environment will be done with the support of the Future Technologies Project funded by USAID, Sweden, and the UK, estimated cost of about MDL 2.0 million.
