10 YEARS OF MPAY-ENABLED ELECTRONIC PAYMENTS
On the 10th anniversary of the government e-payment service - MPay, e-Governance Agency (EGA) invited the fintech community to a public event to celebrate MPay's achievements in its first decade of operation. Ministers, MPs, secretaries of state, managers of public and private entities stressed in their speeches the importance of e-payments for the development of a modern and digital public administration and for a competitive and transparent economy in Moldova.
In her opening speech, EGA Director Olga Tumuruc mentioned that the first MPay-enabled payment was made on September 13, 2013 and was the fee for a criminal record amounting to 30 MDL. “The first million MDL was collected through MPay in the first year of its operation. While in 2020 the amount exceeded 10 billion MDL, today, we have over 22.5 billion MDL collected through MPay and over 37 million processed transactions", she added.
The World Bank Group, the country’s strategic partner in e-governance, was represented at the event by Constantin Rusu, public sector specialist, who noted in his speech that "MPay is a successful example that brings many benefits, including reduced lines, transparent financial transactions between government, citizens and business sector and many other. “This project is also a good example of collaboration between the government and the private sector, which enabled the development of the MPay government payment service. The World Bank will continue its support for the digital transformation in the Republic of Moldova through the Modernization of Government Services project and other projects of this kind", Mrs. Rusu said.
One of the latest projects developed through MPay is the National Programme "Cultural Voucher", which successfully finances vouchers for young people interested in culture. According to Mrs. Tumuruc, there are other projects in the pipeline, aimed to strengthen the society around a common cause and a sounder future at home, in Moldova.
The MPay team showcased the significant progress achieved in the first decade of MPay operation, announced the goals and prospects for development and nominated and awarded certificates of gratitude to its key partners that contributed to the improvement of the public electronic payment system in Moldova.
The major achievements that are worth noting are:
Simplified payment process: MPay has facilitated the access of citizens to a wide range of governmental services. Thus, citizens can use MPay to make electronic payments so that they do not have to travel to the public entities.
Administrative efficiency: By automating tax collection and payment processes, MPay has helped increase administrative efficiency and reduce red tape.
Security and transparency: MPay places great emphasis on data security and transparency of transactions, which has improved public trust in the electronic payment system.
International cooperation: With support from international partners such as the World Bank, MPay has developed into a modern and scalable system that serves as a model for other countries.
The event was an opportunity for the participants to explore the prospects of MPay and how digital technologies can further transform government services.
MPay was launched by the e-Governance Agency in September 2013 under the Modernization of Government Services project (MGSP) implemented by Government with the World Bank Group support. MPay is a modern digital service, an innovative initiative of the Government aimed to facilitate and simplify payment transactions between citizens and the government agencies.
Since its launch, the government e-payment service MPay has significantly developed with the support of reliable partners and received the “Digital Transformation Driver” award during the “Mastercard Day 2022” event.
The e-Governance Agency expresses its deepest gratitude to all MPay partners and users for their continued support and fruitful collaboration in developing this essential service for the modernization of the Republic of Moldova.
