INTERNATIONAL CONFERENCE ON DIGITIZATION OF LEGAL DOCUMENTS

The international conference entitled "Digitization of legal documents in the context of modernization of public services", organized under the aegis of the Deputy Prime Minister for Digitalization of the Republic of Moldova, Iurie Turcanu, by the e-Governance Agency and the Faculty of Law of the State University of Moldova, with the support of the World Bank Group, took place on 1 November 2022, in Chisinau.

 

The event was designed to serve as a discussion platform for representatives of public authorities, specialized institutions and academia regarding the theoretical and practical aspects of digitization of public and legal services, as well as electronic civil legal acts, electronic notary assistance, which became indispensable in daily transactions.

 

The Director of the e-Governance Agency, Olga Tumuruc, moderated the first panel of discussions, which addressed the following key issues:

•           The legislative and regulatory framework that changes the paradigm of public service provision, in line with European standards: Law on public services and Law on electronic identification and trust services;  

•           The e-governance infrastructure and the Modernization of Government Services Project (MGSP),  implemented by the e-Governance Agency with the support of the World Bank Representation in Moldova;

•           Risks of digitization of legal documents from the perspective of data protection;

•           Digital identity and security of personal data;

•           Tools to measure e-Governance modernization mechanisms  

 

The Conference agenda included four panel discussions with presentations and communications on national, European and international experiences in digitization of civil legal acts, the impact of technologies on civil law and the online conclusion of contracts. The participants also discussed how to digitalize and modernize legal services, what skills should Moldovan lawyers have to provide remote services and what the future of the lawyer profession is.

 

The issue of electronic notary assistance and the legal force of electronic notary documents attracted increased attention. In this context, the Conference participants had the opportunity to share experiences and good practices between researchers and specialists from various countries.

 

The international scientific conference brought together representatives of the Parliament of the Republic of Moldova, the Ministry of Justice, the State University of Moldova, the e-Governance Agency, the Public Services Agency, the Information Technology and Cyber Security Service, the Notary Chambers of Moldova and Germany, the Union of Lawyers of Moldova and the National Union of Notaries Public of Romania, private companies, professors and researchers from prestigious educational institutions, relevant experts from the Republic of Moldova, Romania, Ukraine, United States, France, Italy, Germany, Austria, UK.
