Informative webinar on e-governance infrastructure in the Republic of Moldova

The digital infrastructure of the Republic of Moldova, the ICT initiatives and the future plans for the implementation of new digital solutions were discussed today, 7 December 2021, in a webinar organized for the external partners of the Republic of Moldova in the field of digital transformation. The event is a continuation of discussions launched during the first thematic meeting with the development partners, which was held on 30 September 2021, at the initiative of the Deputy Prime Minister for Digitalization, Iurie Turcanu.

The purpose of this webinar is to inform the donor community about the activity, mission and future objectives of institutions responsible for digital transformation: the Electronic Governance Agency (EGA) and the Information Technology and Cyber Security Service (STISC).

During the event, the Deputy Prime Minister for Digitalisation Iurie Turcanu mentioned the importance of maintaining a regular dialogue on digitalization priorities of the Republic of Moldova. "In recent months, we have tried to compile all the information received from you, as partners in ensuring the achievement of digitalization objectives of the Republic of Moldova, to analyse in depth your involvement through ongoing projects in various areas. The benefit of this exercise is that the mechanisms applied in various projects serve as models, good practices, to be used in future projects focused on the country's digitalization. We advocate an efficient communication through the synergy of joint efforts in order to achieve the proposed objectives in this area", said Iurie Turcanu.

The official welcomed the EGA's initiative to organize this webinar, noting that it was an opportunity for partners to gain better knowledge about services and platforms developed in the Republic of Moldova, an efficient tool that can be used in the projects started by international organizations and institutions active in our country.

Olga Tumuruc, EGA's Director, said that the Agency is open to strengthen the efforts and continue the joint implementation of actions for the modernization and digital development of the Republic of Moldova for the benefit of citizens and the private sector. "Our work is focused on improving public services by using the latest innovative solutions in the digitalization process. A major objective on the EGA's agenda is to streamline the digitalization process with all ICT entities, in order to achieve performances to ensure the digitalization of the entire country by creating the right tools in terms of infrastructure, use and legal compliance", the EGA's Director added.

EGA's Deputy Director Vlad Manoil spoke about the existing electronic public services and those to be modernized through reengineering and digitization.

During the webinar, EGA's experts made a detailed presentation of platforms created in the current digital infrastructure, such as:

MPass, MSign, MPower platforms, presented by Sergiu Sitnic, Product Manager;

MPay and MNotify platforms, presented by Dumitru Postu, Project Manager;

MConnect and Semantic Catalogue, presented by Igor Arama, Head of Data Exchange and Interoperability Directorate;

MDelivery platform, presented by Elena Croitor, Project Manager;

Public Services Portal, Citizen's Portal and Entrepreneur's Portal, presented by Igor Bercu, Project Manager;

e-Learning educational platform, presented by Svetlana Macrinici, Head of the Centre for Innovation and Training in Digital Governance.

Alexandru Mecineanu, expert at STISC, spoke about the functionality of the MCloud platform.

Also, the new pilot project - Unified Centre for Public Service Provision (CUPS), which is part of the EGA's objectives relating to the modernization of government services, was presented by the Manager of this project, Tatiana Sincovschi.

The event also included conclusive information on the institutional framework for digitalization, from the perspective of coordination of ICT initiatives and procurement. The Head of the EGA's Directorate for Smart Investments in Digital Governance, Andrei Prisacar, spoke about the institutional framework and the importance of a joint dialogue for the coordination of ICT procurement. Vadim Vintila, EGA's Legal Consultant, informed the participants about the legal framework on digitalization, as well as the relevant initiatives that were launched.

Representatives of international organizations and institutions were interested in the platforms developed by the EGA and appreciated the Agency's initiative to organize this webinar that will positively contribute to the consolidation of partnerships, in order to implement digital projects in the future, through an efficient cooperation for the benefit of the society.
