Starting April 2025, media service distributors in the Republic of Moldova can request and obtain retransmission authorization exclusively online through the Mechanism for Managing and Issuing Permissive Documents (MMIP). This service has been digitalized by the Electronic Governance Agency at the request of the Audiovisual Council of the Republic of Moldova (CA) to simplify and expedite the approval and issuance process of authorizations.

 

What is a retransmission authorization and who can use it?

 

A retransmission authorization is a permissive act issued by the CA that allows media service distributors to retransmit audiovisual services to the public. Previously, the process involved submitting physical documents at the Audiovisual Council's counter or via email and manually processing the requests. With the new digital service, the entire process of requesting and issuing the authorization is conducted quickly, efficiently, and entirely online, significantly reducing the required time and eliminating administrative formalities.

How to access the service:

- Access the Single Window for permissive acts or the Permissive Acts block in MCabinet and enter SIAGEAP.

 

- From the list of permissive acts, select "Retransmission Authorization."

 

- Choose the type of request: issuance, reissuance, withdrawal, etc.

 

- Complete the form with the necessary data.

 

- Upload the required documents.

 

- Digitally sign the request with your electronic signature.

 

- Confirm and submit the request for processing.

 

After the request is approved, the issuing authority (Audiovisual Council) will issue the payment note, which can be paid through MPay. The Retransmission Authorization will be sent directly to your email address.

 

Previously, requests were submitted either at the Audiovisual Council's counter or via email. Now, authorizations will be issued exclusively through SIAGEAP, in accordance with Law No. 160/2011, ensuring a simpler and faster process.

 

The issuance of the retransmission authorization costs 5000 lei.
