New in EVO - Authorizations for individuals and legal entities

2025-04-09 11:54

The Ministry of Economic Development and Digitalization and the Electronic Governance Agency announce the launch of the Authorizations module in the EVO application, where individuals and legal entities can create and manage over 63 types of authorizations.

What is an authorization and who can use it?

An authorization allows a person to act on behalf of another person for a specific purpose and is used to represent personal interests in relation to state institutions. It can be granted to both individuals and legal entities. With an authorization, a person can represent you when requesting services, even at the counter. To do this, the representative must present the authorization code and their identity card. An electronic signature is not required to present or verify an authorization.

What can citizens do in the new module:

- Create new authorizations according to templates

- View authorization details

- Track, revoke, and download authorizations

- Verify authorizations by unique ID

To designate a representative through the EVO application, users need to follow these steps:

- Log in to the EVO application

- Access the "Authorizations" module

- Create a new authorization

- Select the type of authorization

- Add the representative by entering their IDNP or IDNO

- Set the validity period

- Review the completed information

- Digitally sign the authorization using the MSign platform

The authorization options will be displayed based on how you logged into EVO: as an individual or a legal entity.

If you own a business and want to authorize someone, you can do so from EVO by selecting the appropriate authorization, such as:

- Authorization to represent the legal entity within the SI "Public Depository of Financial Statements"

- Obtaining permits (licenses) issued by AS

- Representing interests at the CCI of RM, and others

The complete list of authorizations can be seen on MPower.gov.md: https://mpower.gov.md/#/ro/public-authorization-types

Who can grant authorizations and the number of authorizations:

- Individuals: 49

- Legal entities: 42

- Individuals/legal entities: 28

The number of authorizations is constantly increasing.

How to present and verify an authorization:

To present an authorization, you only need an identity document and the authorization code.

To verify, access EVO or mpower.gov.md, select the "Verify" option, and enter the authorization code to see its status and content.

"The Authorizations module in EVO simplifies the way citizens and entrepreneurs interact with the state. Through a secure and efficient digital solution, we eliminate unnecessary bureaucracy and provide quick access to managing authorizations, regardless of location and time. This service is an important step towards achieving the goal of full digitalization of public services," says Doina Nistor, Deputy Prime Minister and Minister of Economic Development and Digitalization.

"From now on, you no longer need to waste time on the road or in front of counters. With the Authorizations module in EVO, you can delegate rights simply and quickly, directly from your phone. It is a solution created for you, offering total control and security in your relationship with public institutions. Digital services must be easy to use," says Nicoleta Colomeeț, Director of the Electronic Governance Agency.

EVO – all public services, directly on your phone

EVO is the integrated government application that simplifies citizens' access to public services. Launched publicly on June 6, 2024, the application offers access to digital documents, information about citizens and businesses, the ability to make payments for various services, and now the option for authorizations.

To access all EVO functionalities, citizens need an electronic signature. Anyone can choose between a mobile electronic signature (provided by Orange or Moldcell) or a USB stick signature, issued by ITCSS or at all PSA offices.

Users are encouraged to set up two-step authentication or install the EVOSign application for easy access and authentication once they have an electronic signature.

EVO is available for free on iOS and Android.
