Citizens and construction professionals can now access the documents they need without visiting public offices. Four key construction-related permits are now fully digital and can be requested online:

- Informational Urban Planning Certificate

- Urban Planning Certificate for Design

- Building Permit

- Demolition Permit

These permits have been digitalized through the Automated Information System for Managing Permissive Acts (SIA GEAP). Currently, 33 municipalities across the country are connected to the system, with all 984 local authorities set to join soon. Previously, these services were only available at the Chisinau City Hall.

How to Apply:

- Go to https://actpermisiv.gov.md

- Log in using MPass (we recommend installing EVOSign for easy access anytime, anywhere)

- Select the type of permit

- Fill out the digital application form and upload required documents

- Sign the request electronically via MSign

- Track your application status via the same portal — you’ll also receive email updates

- Once approved, a payment notice will be issued and accessible via the platform. Pay directly through the EVO Payments module or MPay

- After payment, the authority will confirm and begin processing your permit, which can take between 10 and 30 days

Launched in 2018, SIA GEAP serves as a single point of access for entrepreneurs and public authorities involved in issuing permissive documents. Under Law No. 160/2011, public authorities are required to process and issue these documents through this system. As of January 1, 2027, all municipalities must issue digital construction permits in line with the new Urbanism and Construction Code No. 434/2023.

The e-Governance Agency (MEGA), the managing authority of the system, has digitalized these four key construction permits, marking another step toward modern, transparent, and efficient public services. This initiative supports the country’s Digital Transformation Strategy, which aims to provide easy access to digital services and build a more connected and transparent government. Currently, 127 permissive acts can be requested online.
