NEW PROVISIONS ON THE IMPLEMENTATION OF THE MEMORANDUM BETWEEN THE REPUBLIC OF MOLDOVA AND ROMANIA IN THE FIELD OF DIGITAL TRANSFORMATION

The public institution “Electronic Governance Agency” (EGA) was designated today, 11 January 2023, by the Cabinet of Ministers, as the entity of the Republic of Moldova responsible for the achievement of objectives set out in the Memorandum of Understanding in the field of digital transformation, which was signed on 11 February 2022 between the Government of the Republic of Moldova and the Government of Romania.

 

In this context, the Deputy Prime Minister for Digitalization, Iurie Turcanu, mentioned the importance of providing an organizational framework for the good performance of activities falling under the responsibility of the Republic of Moldova, given the multitude and complexity of actions to be carried out, the technical, human and financial implications, and taking into account the needs for participation of other entities than those represented in the Moldovan-Romanian Intergovernmental Commission for the implementation of the Memorandum of Understanding in the field of digital transformation, established in June 2022.

 

The activity of the Intergovernmental Commission for Digital Transformation, which has met twice so far in Chisinau, is focused on planning the partnership activities, debating and monitoring their implementation, as well as facilitating cooperation between the relevant institutions in the Republic of Moldova and Romania. For the initial stage of implementation of the Memorandum of Understanding, a number of common priorities were identified and discussed by the Joint Commission, such as: strengthening the digital infrastructure in the public sector; supporting the development of digital society and the common innovative and resilient digital economy; co-creating, testing and implementing new digital solutions; supporting joint efforts to take over and transpose new technologies and others.

 

The organizational framework approved today aims at facilitating cooperation between the institutions of the Republic of Moldova and Romania, a member state of the European Union, in order to develop the common digital space that will contribute to the development of solutions compatible with the EU standards and regulations, facilitating smooth cross-border interactions between citizens and businesses in the Republic of Moldova and the European Union.

As stipulated in the Government Decision, the Public Institution "Electronic Governance Agency":

 

- shall involve, when necessary, other public authorities and institutions of the Republic of Moldova as part of the Intergovernmental Commission and in its activities, as well as in the co-creation of reusable information systems in both countries;

 

- shall cooperate with Romanian digital transformation entities representing the public and private information technology sector to support the dissemination and adoption of the latest trends, technologies and solutions, by encouraging innovation and meeting the demand for new e-services to support e-governance and digital economy;

 

- shall make available to the relevant public authorities designated by the Government of Romania access to technical documentation and technical solutions, including their source code, for the joint development of shared information systems, without prejudice to their security and integrity;

 

- shall participate in the development of information systems owned by the Government of Romania in order to reuse them in the Republic of Moldova;

 

- shall conclude agreements and contracts with public or private legal entities and with development partners;

 

- shall mobilize and monitor, jointly with the relevant public authorities designated by the Government of Romania, external financial and technical assistance funds designed for the co-creation of reusable information systems on the territory of both states.
