MPOWER SERVICE IN THE ATTENTION OF ASP REPRESENTATIVES

Public service providers will be provided continuous training on the use of e-governance platforms created by the e-Governance Agency and designed to improve the quality of service to citizens, increase the digital skills of public employees, raise the quality of services provided to beneficiaries and contribute to growing the performance of the government in line with the European standards and current trends in the information age.

 

Today, 5 May 2022, EGA trainers trained a group of employees of the Public Services Agency (ASP), heads of the Multifunctional Centres of the Chisinau municipality, on how to use the Government Service Register of Powers of Attorney Based on Electronic Signature – MPower.

 

After a comprehensive presentation of the MPower Service, participants were given practical exercises on how to access it, verify the authenticity of the power of attorney, became familiar with the types of powers that can be assigned through the MPower system, as well as with the legal aspects related to the use of this platform while providing public services to citizens.

 

The beneficiaries of the course exchanged views on the paradigm shift in service provision due to digitalisation and the need for continuous upgrading public employees’ digital skills, stating that such trainings are welcome and prepare public entities for a new model of provision based on innovation and technological progress.

 

EGA experts, Svetlana Macrinici, head of the Centre for Innovation and Training in Digital Governance, Vadim Vintila, legal advisor, and Ion Stratan, MPower Project Manager, stated that this collaboration is useful and necessary and contributes to the continuous improvement and efficiency of governance, with advantages for the final beneficiary - the citizen of Moldova – who deserves and must be served up to the highest standards.

 

Among the advantages of using the MPower Platform, but also of integrating digital technologies into the service provision process in general, mentioned by EGA experts, are primarily the low costs. ”A power of attorney granted through MPower is free of charge, while one granted at a notary’s office implies costs,” stressed Svetlana Macrinici. 

 

As a reminder, the automated information system “Register of Powers of Attorney Based on Electronic Signature” (MPower) was launched in 2020 and currently offers the possibility for both natural and legal persons to grant around 30 types of powers of attorney. These cover:

- filing, ordering and collecting documents, permits, documents issued by ASP;

- representing interests, obtaining information, etc.

 

This range of powers will be extended, EGA experts promise. To this end, intensive negotiations are underway with the community of notaries, representatives of diplomatic and consular missions, and other service providers.

 

Today’s training is part of a larger course that will include other groups of public employees and is designed to train staff to provide electronic services to citizens and to use the government electronic platforms created by EGA and made available to all public and private entities.
