CUPS – CHALLENGES AND OPPORTUNITIES TO ACCESS ELECTRONIC PUBLIC SERVICES BY DIASPORA

The Moldovan citizens of Diaspora may be consulted in terms of scaling-up the range of public services to become accessible once the Unified Centres for Public Service Provision (CUPS) are established within diplomatic missions and consular offices of Moldova abroad.

Upon the E-Governance Agency (eGA) initiative, supported by the Diaspora Relations Bureau (BRD), the first group of representatives of Diaspora associations and the initiative groups interested in collaborating with the home-country authorities were invited to the discussions aimed at improving their interaction with the State Authorities.

The purpose of these discussions, just like of the ones to follow, is to tackle the following activities: study the experience of accessing the electronic public services by the Moldovan citizens from abroad; validate the list of CUPS services; collect the proposals from Diaspora members regarding the services needed abroad; identify the most suitable ways and tools to provide the information support relating to online service access from abroad.

In her message addressed to the participants, eGA Director, Olga Tumuruc, mentioned: “We have got the obligation to ensure accessibility of electronic services, so that they are actively assimilated and used by the population, including the Diaspora citizens. It is important to have a common platform of discussions to continuously improve the Digitalisation Agenda, based on the priorities submitted by our citizens”.

In turn, the DRB Head, Nadejda Zubco, stated the increased Diaspora interest in digitalising the public services in Moldova and appraised the eGA initiative to discuss with the Diaspora representatives in this format, so that each and every citizen can access electronic services regardless of his/her place of residence. 

Those 30 participants were urged to express their own experience while seeking public services from the Moldovan authorities. Concurrently, they were encouraged to take part in the exercises aimed to evaluate and improve the quality of electronic services and tools based on certain online questionnaires and through direct communication with eGA, DRB or CUPS offices. The questionnaire data will be collected up until 20 April 2022. The Questionnaire is available at: https://forms.gle/gSWXM6Vfq1D4FZTW9.

The participants brought in a series of proposals concerning the possibility of accessing some remote services relating to identity documents, statements, notary services, settlement of fees, documents related to education, pension, as well as the ways of getting an electronic signature. All proposals are to be systematised and discussed further with the institutions involved in the process of piloting the CUPS.

The public services shall become more accessible to Diaspora citizens once the range of electronic services rendered by the Moldovan diplomatic missions and consular offices abroad are scaled-up through CUPS.
