Developing the research sector in the age of digital transformation

Vadim Vintila, Legal Consultant of the e-Governance Agency (EGA), attended the 6th National Scientific and Practical Conference with international participation "The State, Security and Human Rights in the Digital Age", which takes place online from 8 to 9 December 2021, and is organized by the Faculty of Law of the State University of Moldova, in partnership with EGA.

The event is focused on issues relating to the modernization of governance mechanisms by promoting the development of the research sector in the age of digital transformation, as well as the need to adjust the legal framework to the major global changes.

During the plenary session, Vadim Vintila spoke about the legal shortcomings discovered in the process of modernization of several public services, which determined the need to develop a legal framework that will regulate the functionality of public services. "The draft Law on Public Services aims at organizing the activity of public institutions, while ensuring the accessibility, quality and efficiency by creating a balance between the beneficiaries of public services and the public interest," added the EGA expert.

In this context, the legal consultant presented a brief description of the draft law, while mentioning in particular the major objectives, the principles of organization, the competences and responsibilities in the field of public services. "The implementation of the law aims to shift the focus, from traditional paper-based interactions to those based on various electronic means. Currently, it is possible to implement this process by electronic means, given the prerequisites to advance and encourage the electronic interaction, including through the exclusion of geographical area", added the EGA representative.

He also presented the expected objectives of the draft Law on Public Services, including: implementation of proactive services, full automation of public services, reduction of administrative burden, increased accessibility to public services, including by reducing the public service fees.

It is worth mentioning that the document was approved in the first reading by the Parliament and will be subject to the final vote, being the first legal framework in the Republic of Moldova that stipulates and prioritizes exclusively the use of electronic public services.

The national scientific and practical conference "The State, Security and Human Rights in the Digital Age" is organized every year and is part of the draft State Programme "Modernization of governance mechanisms focused on the human rights protection". This year, the conference was attended by representatives of national authorities, civil society and universities, active in the research sector from Romania, Poland, Ukraine, etc.
